         <description><![CDATA[<p>Mr. Meyer is correct in that the applicants for so-called "pre-approval" of EB-5 investment projects are not getting what they are paying $6,230 for.  The so-called "pre-approval" process -- which USCIS incorrectly treats as an "amendment" to the initial regional center approval letter -- is, in fact, a federal government swindle.  And he is also correct in declaring that "re-adjudication" is back after a couple of years of hiatus.  I wish there were a corporate memory at USCIS but, sadly, that is not the case.<br />
It was September 10, and I was in the conference room when USCIS Director Mayorkas asked Barbara Velarde, in response to a question from me, if USCIS could produce a Form I-797 approval notice for applications asking for "pre-approval" of EB-5 investment projects.  Ms. Velarde said she did not think the CLAIMS system (a computer program that generates such notices) could accomplish that simple act.  That's pitiful.</p>]]></description>
